ANSWER:  The longest time period that has elapsed without a change in either the First Presidency or the Quorum of the Twelve is 9 years and 3 months.  This occurred from April 6, 1995 (Henry B. Eyring sustained) to July 21, 2004 (the passing of Elder Neal A. Maxwell).  During this period, President Gordon B. Hinckley was the president of the Church and Elder Boyd K. Packer was the acting President of the Quorum of the Twelve.  The second longest time period that has elapsed without a change in the First Presidency or the Quorum of the Twelve is 6 years and 6 months.  This occurred from October 7, 1889 to April 6, 1896.  During this period, President Wilford Woodruff was the President of the Church and Elder Lorenzo Snow was the President of the Quorum of the Twelve.
